For foreign traders aiming to enter the Saudi market, they usually encounter challenges during the certification process. GCC, Saber, IECEE - these names sound like tongue-twisters and their relationships are also complex. Getting it wrong can not only delay customs clearance but also result in the seizure of the goods. Today, we will thoroughly clarify the differences and connections among these three.

In simple terms, Saber is the official electronic customs clearance platform of Saudi Arabia, which is the "must-pass gate" for all products entering Saudi Arabia; while GCC and IECEE are compliance certifications for specific products, equivalent to the "qualification certificates" of the products. To apply for certification, one must first obtain this proof before completing the subsequent customs clearance process on the Saber platform. It can be understood as: Saber is the entrance, GCC/IECEE is the ticket, and both are indispensable. 
▐ GCC Certification: The "Hard Currency" for Traveling in Seven Gulf Countries 
If you want your product to be available throughout the Gulf region, the GCC certification is something you must be aware of. It is issued by the Gulf Standardization Organization (GSO) and is applicable to the seven countries of Saudi Arabia, the United Arab Emirates, Kuwait, Bahrain, Qatar, Oman and Yemen. Products that have obtained the GCC certification can be freely circulated in all seven countries without the need for repeated certification. 
The scope of application mainly includes: 
Low-voltage electrical equipment, such as air conditioners, refrigerators, fans, electric ovens and other household appliances; 
Children's toys (including plastic and metal types); 
If the product is within the GCC control scope, it is necessary to obtain the GCC certificate first, then upload it to the Saber platform, convert it into a product conformity certificate (PC), and finally apply for a shipping qualification certificate (SC) to complete the customs clearance. The validity period of the GCC certificate for household appliances is generally 3 years. 

▐ Saber Certification: The "Digital Gate" for Entering Saudi Arabia 
Starting from 2025, Saudi Arabia has completely tightened its customs clearance policies. All imported goods must go through the Saber platform to handle relevant procedures, without any exceptions. It is not a traditional form of "certification", but rather an electronic system that integrates standard review, certificate issuance, and customs clearance supervision. It is directly supervised by the Saudi Standards Authority (SASO), operates entirely online, and has high transparency. 

The scope of application covers all products entering Saudi Arabia, whether imported or locally produced. From household appliances and toys to building materials and machinery, all need to obtain the corresponding customs clearance documents through the Saber platform. 

▐ IECEE Certification: The "Fast Track" for those holding the CB certificate 
If your product has already obtained the international CB certification, then going through the IECEE certification to enter Saudi Arabia will save you many steps. This certification is based on the IECEE system, and its core lies in simplifying the conformity assessment process by relying on the CB test reports and certificates, and directly converting international standards into the compliant proof recognized by Saudi Arabia. 
The scope of application mainly covers electrical and electronic products, such as: 
Dishwashers, coffee machines, electric kettles and other household appliances; 
Mobile phone batteries, lithium batteries, lighting fixtures, etc. 
As long as you have a valid CB test report (and it includes Saudi national differences), you can apply for the IECEE certificate based on this, thereby facilitating the customs clearance process on the Saber platform.

First, determine the product category and see if it falls under the control scope of GCC or IECEE (SIRC). 
Obtain the corresponding product certifications (GCC certificate or IECEE certificate); 
Log in to the Saber platform, convert the product certificate to a PC version, and then apply for SC. 
Clear customs with the SC certificate.
