The SABER certification from Saudi Arabia is a new online application system for customs clearance certificates launched by the SASO (Saudi Arabian Standards Organization) in 2019. It is used for product registration, issuance, and acquisition of compliance COC certificates, facilitating quick customs clearance for Saudi importers. It is a conformity assessment evaluation program for non-Saudi-based enterprises (i.e., enterprises exporting to Saudi Arabia). For Chinese export enterprises, they need to pay special attention to this certification program. 
The SABER certification is an upgraded version of the SASO certification and will gradually replace the original SASO certification. Since January 2019, the Saudi Technical Regulations (TR) have been gradually implemented, and the transition was completed by February 2020. All importers of regulated products must register their products in the SABER system and obtain a conformity certification certificate after passing the review, so that the products can be smoothly cleared for customs.

The requirements for applying for SABER certification include: The applicant must be an enterprise or individual within Saudi Arabia. However, it should be noted that medical instruments, medical products, food, and military products do not fall under the category of consumer products and therefore are not within the scope of SABER certification. 
Certification process: Enterprises need to open a trading account on the Saudi SABER system. All subsequent product certifications will be completed in this account. The SABER certification process varies depending on the risk level of the product. Generally, low-risk products do not require factory inspections or physical inspections, but samples need to be provided for product testing. For high-risk products such as building materials, ceramics, food contact, entertainment equipment, and infant products, the Saudi Standards Authority SASO will send personnel to conduct inspections. 
Certification materials: To apply for SABER certification, one needs to provide a Saudi account and password, product information, test reports, and commercial invoices, etc. Additionally, for different types of products, other specific materials may be required. 
Technical documentation requirements: According to the SABER certification requirements, enterprises are required to submit technical documents including the application form, business license, product labels (in English and Arabic), product-related pictures (barcodes), system certificates, certification contract, manufacturer risk assessment form, and product identity identification statement. 
Test report requirements: The test report must be issued by an ISO 17025 laboratory, and Saudi Arabia only accepts test reports within one year. The preferred test standards are SASO standards or GS standards of the Gulf countries. For products with lower risks, factory internal inspection reports are also acceptable.
